That's why they can't CARB it, and why they have to put the sticker there. It's for legal purposes. BTW, if you do an NA -> TT conversion and want to do it procedurally correct, it has to go through the referee inspection. In order to pass this inspection, you must use the stock ECU and have all smog components. As soon as the referee sees that sticker, it's an automatic fail.
